Hacienda Riquelme was one of the most beautiful and environmentally valuable resorts in Murcia, combining a range of low-level buildings dispersed in an attractive landscape.

However, over a long period of time, the distinctive landscape of the resort has undergone a noticeable deterioration. Whilst water shortages have been a significant factor, questionable governance and management have also played a part.

Sadly, in January 2024 extremely controversial decisions are further damaging the resort's landscaping. The latest round of tree felling, communicated by surprise and without sufficient justification, has been another drop in the bucket that has been overflowing for some time. Whilst put forward as beneficial, the end result will be negative impacts on the aesthetic appeal of the resort and the value of the apartments.

Equally or more serious is that the management and administration of the resort continue to be less than transparent. The award of contracts, criteria underpinning the decision-making process and monitoring of performance have been systematically hidden. Decisions of the Board of Directors are made without taking into account the opinion of the owners, whilst questions have been raised regarding the professional qualifications and competency of the administrators.

There have been numerous examples where works and services have not met expected standards. Whilst surveys are undertaken, distributing them all simultaneously at year-end means that dissatisfied owners have not been given the opportunity to make their views known. Where contractors have not met expected standards, there is no obvious means of redress. Some owners have resorted to commenting via Facebook groups, but these have limited impact as they do not involve all the owners. Many consider it is better to forget about claiming refunds for shoddy work, or work that has not been done at all. And so on and so forth.

As soon as the new owners of El Casón made their appearance, they denounced bad accounting practices. These accusations may or may not be true, but they show that it is not just individual property owners who believe that some things are far from being done right.

There are neighbors who have been denouncing all of the above for years. But the truth is that most of the apartments are empty most of the time or are rented. Many of the owners are not involved in the management of the resort, nor do they want to get into trouble. It is not uncommon for them to vote in favor of following the suggestions of their sub-community president. These in turn not infrequently follow the recommendations of their phase presidents. These eight phase presidents constitute the Board of Directors and we believe that they do not provide proper direction and are unduly influenced by the opinions of the Administration. That is the problem of being a foreigner in Spain, not speaking the language, nor knowing the legislation and the idiosyncrasy of this country.

Fortunately, a few months ago the Los Estorninos Homeowners Association was formed at Hacienda Riquelme, made up of owners of various nationalities and professionals from various sectors. One of its objectives is to look after the legitimate interests of those of us who have invested our savings here.

It seems that at last there are neighbours willing to join forces and put up a fight so that the high fees paid quarterly are used to obtain quality services and so that the numbers and accounts books can be seen by all. The aim is to ensure that Hacienda Riquelme can once again become one of the most beautiful, well maintained and managed resorts in Murcia.

Hacienda Riquelme era uno de los resorts más bonitos y con mayores valores medioambientales de Murcia, que combinaba una serie de edificios de poca altura dispersos en un paisajismo atractivo.

Sin embargo, durante mucho tiempo, este paisajismo ha sufrido un notable deterioro. Si bien la escasez de agua ha sido un factor importante, también han influido una administración y una gestión cuestionables.

Lamentablemente, en enero de 2024, no sólo no se aprecia ninguna recuperación, sino que por el contrario decisiones muy polémicas están dañando aún más la jardinería del resort. La última tala de árboles, comunicada por sorpresa y sin justificación suficiente, ha sido una gota más caída en un vaso que lleva tiempo rebosando. Aunque esta tala se intenta presentar a los propietarios como beneficiosa, el resultado final será un impacto negativo en el atractivo estético de Hacienda Riquelme y en el valor de los apartamentos.

Tanto o más grave es que la administración y la gestión del resort siguen siendo poco transparentes. Se ha ocultado sistemáticamente la adjudicación de contratos, los criterios en los que se basa el proceso de toma de decisiones y el seguimiento de los resultados. La Junta Directiva suele tomar esas decisiones sin tener en cuenta la opinión de los propietarios, a menudo perjudicados por ellas, mientras que se han planteado dudas sobre la cualificación profesional y la competencia de los administradores.

Hay numerosos ejemplos en los que las obras y los servicios no han alcanzado los niveles de calidad esperados. Aunque se realizan encuestas, distribuirlas todas simultáneamente a final de año significa que los propietarios insatisfechos no han tenido la oportunidad de dar a conocer antes sus opiniones. Cuando los contratistas no han cumplido con todo lo acordado, no suele haber medios evidentes de reparación. Algunos propietarios han recurrido a hacer comentarios a través de grupos de Facebook, pero su impacto es limitado, ya que en ellos no participan todos los propietarios. Muchos consideran que es mejor olvidarse de reclamar reembolsos por trabajos de mala calidad, o por trabajos que no se han hecho en absoluto. Y así sucesivamente.

En cuanto los nuevos propietarios de El Casón hicieron su aparición, denunciaron malas prácticas contables. Estas acusaciones pueden ser ciertas o no, pero demuestran que no son sólo los propietarios individuales los que creen que hay cosas que están lejos de hacerse bien.

Hay vecinos que llevan años denunciando todo lo anterior. Pero lo cierto es que la mayoría de los apartamentos están vacíos la mayor parte del tiempo o están alquilados. Muchos de los propietarios ni se involucran en la gestión del resort, ni tienen ganas de líos. No es raro que en las votaciones se inclinen por seguir las sugerencias del presidente de su subcomunidad. Estos, a su vez, no pocas veces siguen las recomendaciones de sus presidentes de fase. Los ocho presidentes de fase que constituyen la Junta Directiva creemos que no proporcionan unas directrices adecuadas y están indebidamente influenciados por las opiniones de la Administración. Ese es el problema de ser extranjero en España, no hablar el idioma, ni conocer la legislación y la idiosincrasia de este país.

Afortunadamente, hace unos meses se constituyó en Hacienda Riquelme la Asociación de vecinos Los Estorninos, integrada por propietarios de diversas nacionalidades y profesionales de distintos sectores. Uno de sus objetivos es velar por los legítimos intereses de quienes hemos invertido aquí nuestros ahorros.

Parece que por fin hay vecinos dispuestos a unir fuerzas y dar la batalla para que las elevadas cuotas que se pagan trimestralmente sirvan para obtener servicios de calidad y para que los números y los libros de cuentas estén a la vista de todos. El objetivo es conseguir que Hacienda Riquelme vuelva a ser uno de los resorts más bonitos, cuidados y bien gestionados y administrados de Murcia.
