Nada ha cambiado / Nothing has changed

En la entrada Decisiones sorprendentes (y preocupantes) (4 abril de 2010) ya comentábamos que Resortalia y nuestra presidenta habían dado una especie de golpe de estado en la gestión del resort ¿Qué ha cambiado desde entonces?

We had already reported in the post Amazing (and worrying) decisions (April 4, 2010) that Resortalia and our president had almost carried out a “coup d’etat” in the resort management. What has changed since then?

Ahora los presidentes de fase se reunen cada 3 meses, y no mensualmente (ver entrada Actas de las reuniones trimestrales, 20 junio 2010). Las actas de dichas reuniones son mucho más escuetas que las de reuniones anteriores a la AGM 2010.

Phase presidents now meet every three months, and not every month (see the post Quarterly meetings minutes, June 20, 2010). The minutes of these meetings are much briefer than those for the sessions held before the AGM 2010.

Al menos en la fase 1 se celebran, aunque sin periodicidad concreta, reuniones de los presidentes de subcomunidad con el presidente de fase. A raíz de la de julio se dieron situaciones tensas debidas a que los asuntos tratados y aprobados no se reflejaron adecuadamente en el acta. Se produjo la dimisión, luego retirada, del presidente de dicha fase. Parece que el problema denunciado en la entrada Actas descafeinadas (4 de abril 2010) es parte del estilo de la dirección y administración actuales.

At least in phase 1, subcommunity president meetings are held with their phase president although at no specific intervals. Following the July meeting the situation was tense owing to issues discussed and approved but not reflected in the minutes. The phase president resigned but he later changed his mind. The problem reported in the post Mild minutes (April 4, 2010) seems to be part of the style of current resort management and administration.

Continuamos esperando la publicación de una política clara de contratación de servicios a proveedores. Se han pedido explicaciones por la larga duración de algunos contratos firmados, pero el silencio es la respuesta. De todo esto ya hemos hablado en entradas como Transparencia total (6 de junio 2010).

We are still waiting for the publication of a clear policy on tendering supplier services. Explanations for the long duration of some contracts have been asked for, but silence is the answer. We have already spoken about these subjects in other posts like Total transparency (June 6, 2010).

Resortalia ha dicho a personas relacionadas con este blog que se debe al comité de presidentes de fase y que sigue sus indicaciones. En cambio, según nuestra presidenta, Resortalia es quien toma las decisiones de los contratos ¿Tal vez porque así dificultan focalizar las quejas?

Resortalia has told the people involved in this blog that it follows the instructions of the phase president committee. However, according to our president, Resortalia is the decision maker on community contracts. Is this a way of making it more difficult to target complaints?

Sabemos que Resortalia presiona a nuestros proveedores para que no den información ni hablen con los propietarios. A veces incluso con malos modos. Todo debe pasar y ser filtrado por Resortalia. Los principios expuestos en la entrada Sin foro no hay críticas (4 abril 2010) también siguen en vigor.

We know Resortalia presses our suppliers in order to avoid their giving any information or even speaking with other owners. Sometimes they are even rude. Everything must pass through and be filtered by Resortalia. The principles outlined in the post No forum no critics (April 4, 2010) are still in effect.

Otras sugerencias y críticas se han ido exponiendo en entradas que puede localizar en el Índice de entradas al blog. Temas como la representación y la organización de la próxima AGM 2011 han sido ignorados, cuando no directamente rechazados. Da lo mismo que se propugne una AGM única, o una con los presidentes de los 78 bloques. Da lo mismo que el sistema actual de las fases no sea representativo (ver Representación desequilibrada, 12 abril 2010) y en opinión de muchos ilegal.

Other suggestions and criticisms have been published in posts that you can find in the Blog post index. Issues such as representation and organization of the next 2011 AGM have been ignored if not downright rejected. It makes no difference whether a single AGM for every owner is advocated, or only for the 78 subcommunity presidents. It makes no difference to them whether the current phase system is not representative (see Unbalanced representation, April 12, 2010) and, in the opinion of many, illegal.

El boletín mensual de HRGR apenas da información concreta, y se usa con frecuencia para presentar una imagen victimista de la presidenta como única respuesta a las discrepancias con su gestión por parte de cada vez más propietarios.

HRGR monthly newsletter hardly includes specific information and it is often used to show a victim image of our president. This is the only response to the increasing numbers of owners who don’t like her management.

En la AGM 2010, la junta directiva y Resortalia se quitaron de encima la oposición surgida en su seno. Lo hicieron presentando candidatos alternativos en las fases cuyos presidentes les resultaban más díscolos. Tuvieron bastante éxito. Los perjudicados hemos sido los propietarios que exigimos una gestión transparente y eficiente del resort.

At the 2010 AGM, the board and Resortalia removed the opposition which had arisen among its members. They did this by presenting alternative candidates in the phases with the most wayward presidents. They were quite successful. The losers have been the owners who demand transparent and efficient resort management.

Actas reuniones trimestrales / Quarterly meetings minutes

Phase presidents' meetings with Resortalia seem to have changed from monthly to quarterly. Regardless of reasons and convenience for this change, there are several recent documents available in the owner's community website:

• Minute of the meeting held in April 2010.
• 2010 first quarter resort management report.
• 2010 first quarter financial report.

We think these reports have great interest in order to know issues concerning the resort management, at least from Resortalia's point of view. We suggest you to take a look at them. They can be found in the private area of http://www.hrgr.es so that before reading them you must be a registered user, enter your credentials and then clic on the link April 2010 Reports

Las reuniones de los presidentes de fase con Resortalia parece que han pasado de ser mensuales a trimestrales. Al margen de las razones y la conveniencia de este cambio, en la web de la comunidad de propietarios están disponibles varios documentos recientes:

• Acta de la reunión celebrada en abril de 2010.
• Informe de gestión del resort del primer trimestre 2010.
• Informe financiero del mismo periodo.

Estos informes creemos que son de gran interés para conocer los asuntos que se tramitan en la gestión del resort, al menos desde el punto vista de Resortalia. Le recomendamos que los eche un vistazo. Actas de las reuniones mensuales / Monthly meetings minutes

Por iniciativa de algunos presidentes de fase, se consiguió en 2009 un avance importante para una gestión más transparente de nuestro resort. Nos referimos a la publicación de las actas de las reuniones que cada mes celebran la presidenta, los presidentes de fase y Resortalia.

Estas actas se pueden encontrar en la web de la comunidad http://www.hrgr.es, previa introducción de las credenciales del usuario (debe estar registrado). No sabemos cuantos propietarios las habrán leído, pero la información que contienen es relevante. Ponen de manifiesto la cantidad de trabajo que realizan la junta directiva y la administración, qué temas se abordan (y cuáles no), o cómo se distribuye el trabajo. Tampoco sabemos hasta que punto estas actas son precisas. Pero creemos que su publicación es algo bueno y recomendamos a los propietarios que las echen un vistazo.

Están publicadas desde la reunión de agosto 2009 hasta la de febrero de 2010. También se publicó el acta de la reunión de presidentes de fase celebrada tras la AGM 2010.

La preocupación de bastantes propietarios por los problemas y asuntos pendientes de nuestro resort, principalmente con Polaris, ha aumentado después de la citada AGM. Por eso, esperamos con interés la publicación de las actas de las próximas reuniones. Porque damos por hecho que se seguirán publicando ¿o no?  

Thanks to the initiative of some phase presidents, a major step forward for a more transparent management of our resort was achieved in 2009. We refer to the publication of the minutes of monthly meetings held by the resort president, phase presidents and Resortalia.

We do not know how many owners have read these minutes, but the information they contain is relevant. They show the amount of work done by the board and the administration, what topics are addressed (and which are not), or how work is distributed. We do not know to what extent these records are accurate. But we believe that its publication is a good thing and we recommend owners to take them a look.

The minutes are published from the August 2009 meeting to February 2010. It is also published the minute of the meeting held by phase presidents just after the AGM 2010. 

The concern of many owners for the problems and pending issues of our resort, mainly related to Polaris, has increased after last AGM. So we are looking forward to the publication of the minutes of the next meetings. We assume of course they will continue being published. Or will not?

 

Representación desequilibrada en la reunión de presidentes de fase del resort / Unbalanced representation in the resort's phase presidents' meeting

En la tabla al final de esta entrada se recoge el número de subcomunidades por fase.
Creemos que los presidentes de fase están mal repartidos. Teniendo en cuenta el número de subcomunidades representadas, y sólo a modo de ejemplo, el voto del presidente de la fase 6 vale ¡4 veces lo que el de la fase 1 o 2!
Una posible solución sería unificar varios de los cargos de presidentes de fase:

• Unificar el de la fase 3 con el de la 4 (total, 16 subcomunidades).
• Unificar el de la fase 5-A con el de la fase 5-B (total, 13 subcomunidades)
• Unificar el de la fase 6 con el de la 7 (total, 17 subcomunidades)

Quedarían en total 5 presidentes de fase, más la presidenta. Pero es sólo una propuesta que nos gustaría se estudie antes de la AGM 2011. Estamos a tiempo.

The table at the end reflects the number of sub-communities per phase.
We consider that phase presidents are inappropriately distributed. Taking into account the number of sub-communities represented and merely by way of an example, the vote of the phase 6 president is worth 4 times that of the phase 1 or 2 presidents!

A possible solution would be to combine several phase president positions:

• Combine 3 and 4 (total 16 sub-communities).
• Combine 5-A and 5-B (total 13 sub-communities)
• Combine 6 and 7 (total, 17 sub-communities)

There would be a total of 5 presidents left plus the President. This is, however, only a proposal that we should consider before the GMA 2011. We still have time.

Decisiones sorprendentes (y preocupantes) / Amazing (and worrying) decisions

En el boletín de marzo de 2010 de la presidenta de Hacienda Riquelme, disponible en la web http://www.hrgr.es, aparece la frase:

Este año los Presidentes de Fase no serán los responsables de la supervisión del trabajo de los proveedores - éste es el trabajo de Resortalia. 

Este texto nos preocupa y mucho. Intentaremos explicar porqué.

Durante 2009 los únicos contratos que se han renegociado ventajosamente para la comunidad han sido precisamente los que han impulsado algunos presidentes de fase.

Los servicios cuya calidad ha mejorado han sido aquellos a los que esos mismos presidentes les han dedicado muchísimas horas de trabajo personal. Éste es el caso de la jardinería, las  piscinas o la seguridad.

¿Alguien se imagina por ejemplo a Resortalia controlando ahora a los jardineros para verificar día a día que realizan correctamente su trabajo, corrigiendo fallos o encargando mejoras? ¿Y bajando a los cuartos de máquinas de las piscinas? ¿Antes no era trabajo de Resortalia y ahora sí?

Por otro lado, antes de la AGM de 2010, ni Resortalia ni la Junta Directiva del resort habían alertado ni  renegociado sobre el contrato de suministro de agua (181,75% de incremento en 2010) y el de mantenimiento del sistema de televisión (48,44% de incremento para 2010).

¡Estamos hablando de mucho dinero! ¡Nos cuesta más el mantenimiento anual del sistema de TV que el de todas las piscinas y fuentes! Ya en la AGM de 2009 expusimos que el citado contrato de mantenimiento de TV nos parecía excesivo. Con el incremento de 2010, no merece más comentarios.

Nadie mejor que los propietarios para velar por nuestros intereses. Esos intereses no son sólo los contratos, sino el control de su ejecución. No interesa en absoluto que se encargue de ello Resortalia. El administrador, que administre. Por eso, consideramos tan sorprendente y preocupante la frase de la presidenta.

Claro que todo puede tener una explicación. Si usted está registrado en la web de la comunidad de propietarios, introduce sus credenciales, va al apartado Mapa del sitio y luego a Administración, Resortalia, 2010 Minutes Presidents AGM y lee el acta que puede encontrar allí, entonces probablemente entienda bastantes cosas

¿Nuestra opinión personal? Pues que es casi un ‘golpe de estado’ de Resortalia. Entre el administrador y la presidenta parece que podrán hacer y deshacer a su antojo. No nos gusta que decisiones que puedan perjudicar nuestro bolsillo, o simplemente puedan ser arbitrarias, no tengan la estrecha supervisión de los presidentes de fase o, si no, de los presidentes de subcomunidad.

In the March 2010 newsletter of the president of Hacienda Riquelme, available on the web http://www.hrgr.es, the following phrase appears:

The phase presidents will not be responsible for overseeing our contractors this year - that is Resortalia's job.

This text concerns us very much. We will try to explain why.

During 2009, the only contracts that were renegotiated with advantage for the community have been precisely those driven by some presidents of phase.

Services whose quality has improved have been those to which the same presidents have devoted many hours of personal work. This is the case of gardening, swimming pools or safety.

Does anyone imagine for example Resortalia now controlling the gardeners to check every day if they are doing their job correctly, or correcting their errors, or commissioning improvements? And will Resortalia staff go down to the machine room of each swimming pool? Former years it was not Resortalia's job, and now is it?

Furthermore, before the 2010 AGM, neither Resortalia nor resort Board had warned about or renegotiated the supply of water (181.75% increase in 2010) and the maintenance of the television (48,44% increase by 2010) contracts. 

We're talking about a lot of money! The annual maintenance cost over the TV system is greater than the one for all the pools and fountains! Already at the AGM of 2009 we stated that maintenance TV system contract was very expensive. With the increase in 2010, it deserves no further comment.

No one better than the owners to ensure our interests. These interests are not only contracts but the control of its implementation. It is not good for us Resortalia to take control of these matters. The administrator work should be only to administer. Therefore, we consider as surprising and disturbing the phrase of the president. 

Of course everything can have an explanation. If you are a registered user on the website of the owners, enter your credentials, go to the Sitemap section and then to Resort Administration, Resortalia and 2010 Minutes Presidents AGM. Read the minute that you will find there. Then you will probably understand many things.

Our personal opinion? Well it's almost a 'coup d'etat' of Resortalia. Between the administrator and the president it seems they will be able to do and undo at will. We do not like decisions that may adversely affect our pocket, or simply can be arbitrary, or they do not have the close supervision of the presidents of phase or at least of the chairmen of sub-communities.
